Instead it deflected with an unhelpful response about 'past events', losing the opportunity to confirm details and request consent at the correct moment. Turn 2: after the visitor said 'yes please, send!' (which was intended as confirmation of the Turn 1 consent prompt that never happened), the agent then presented the summary and consent language — but never actually dispatched anything. The webhook shows no submission was made. However, the more critical failure is structural: the agent did not perform the expected summarise-then-ask-consent flow in Turn 1, and in Turn 2 it re-asked for consent rather than accepting the visitor's affirmative. The flow was inverted and the handoff was never captured. The visitor's natural affirmative was not accepted to trigger dispatch; instead the agent re-queued another confirmation prompt.
